The Naval Air Systems Command intends to procure LAU-127 guided missile launchers and BRU-32 bomb racks to satisfy the U.S. Navy (USN) F/A-18E/F and EA-18G aircraft production requirements. In accordance with Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(B), the supplies and services for the anticipated contract actions have been deemed to be available only from the original source as award to another source would result in unacceptable delays in fulfilling the agency's requirements. Marvin Engineering Company Inc. (MEC) is the only qualified manufacturer with an active production line to perform these efforts and meet the USN requirements. Furthermore, MEC is the only qualified manufacturer possessing the required technical knowledge and facilities, including machining, forgings, molds, tooling, and special test equipment capable of performing the functions required to meet the current and emergent Fleet needs. This is NOT a Request for Proposal. The intent of this RFI is to assist Naval Air Systems Command (NAVAIR) in conducting market research. NAVAIR is requesting information regarding the procurement of a maximum of 1,480 BRU-32B/A bomb ejector racks, part number (P/N) 134AS7000 and a maximum of 1,040 LAU-127E/A missile launcher, P/N 497HN0100-2, over a five-year timeframe. Vendors interested in responding to the RFI shall provide a one to two page overview statement addressing the following: 1) Brief statement of interest/capabilities; 2) Any other information at vendor discretion such as catalogs, drawings/illustrations, technical manuals, training description/material, pricing, testing documentation, brochures and/or any other documentation that describes the capabilities, interfaces and specifications; 3) Respondents should identify any Government customer who have procured the BRU-32B/A, LAU-127E/A hardware and provide customer point of contact, including a telephone number, e-mail address or web site. Responses may be submitted either electronically to the email address provided below or submitted via mail to the address provided below. Responses are requested by 26 April 2019. Earliest possible response is encouraged. Responses will be review and additional information may be requested from individual vendors if desired by the Government. The Government schedule does not allow for the time required to stand up and fully qualify a new vendor. This RFI does not constitute a commitment from the Government to issue a solicitation, make an award or awards, or be responsible for any monies expended by any interested party in support of the effort described above. The Government reserves the right to review and use the data submitted at its own discretion. Upon request, the Government will protect proprietary information from unwanted disclosure. Any such requests shall be submitted with the statement of capabilities.
