The Naval Air Systems Command (NAVAIR) intends to issue a sole source delivery order to The Boeing Company under the terms of Basic Ordering Agreement (BOA) N00019-16-G-0001, on an other than full and open basis, for the procurement of P-8A Poseidon Increment 3 (INC3) Acoustics (I3A) Correction of Deficiency (COD) tasks. The award is anticipated to be in October 2020. This effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, ''Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Boeing Huntington Beach is the Original Equipment Manufacturer (OEM) of the Acoustic Operational Flight Program (AOFP) and as such, has technical expertise and knowledge that no other entity (Organic or Vendor) is able to provide, in the timeframe required to meet the overarching P-8A INC 3 Bock 2 Program schedule. The 07 April Sources Sought Notice provided the opportunity for interested persons by 22 April 2020 to submit a Capability Statement identifying their interest and capability to respond to the requirement or submit proposals. The Government did not receive any capability statements in response to the Sources Sought Notice. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within forty-five days after the publication date of this synopsis. A determination by the Government not to compete this proposed delivery order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
