The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, on behalf of its international cooperative partner, The Government of Australia, intends to issue a sole source contract modification to Northrop Grumman Systems Corporation (NGSC), San Diego, CA for Triton hardware. This contract action will procure data processing and navigation equipment; including but not limited to, Satellite Data Units, Transceivers, Receivers, Inertial Navigation Systems/Global Positioning System. These supplies are necessary to manufacture and deliver the required number of international cooperative partner MQ-4C Unmanned Aircraft. It will also establish additional line items to procure Airborne Network Routers and General Purpose Processor and Network Routers which are necessary for the USN MQ-4C Unmanned Aircraft requirement. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” As the sole designer, developer, manufacturer, and integrator of the MQ-4C Triton UAS, NGSC is the only source that possesses the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, and operational characteristics of the MQ-4C UAS required to perform the necessary production efforts within the required timeframes and without substantial duplication of costs. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government’s requirements.
