The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to contract with Northrop Grumman Corporation (NGC), San Diego, CA, for a sole source, Cost Plus Fixed-Fee (CPFF) and Firm Fixed Price (FFP) Delivery Order under N00019-20-G-0005. NGSC will upgrade both Forward Operating Base (FOB) FB2 and FB3 from the baseline IFC3.0 configuration to the IFC 4.0 configuration. This effort includes procuring a retrofit kit for FB3 (FFP) and completing retrofit installs on both FB2 and FB3. This requirement is scheduled to award in June 2021. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” As the sole designer, developer, manufacturer, and integrator of the MQ-4C Triton UAS, NGSC is the only source that possesses the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, and operational characteristics of the MQ-4C UAS required to perform the necessary production efforts within the required timeframes and without substantial duplication of costs. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government’s requirements.
