NAVAIR intends to enter into sole source negotiations and subsequently award an Order or Orders under Basic Ordering Agreement N00019-16-G-0006 and/or a Modification(s) under Production Contract N00019-14-C-0037 to General Atomics (GA), San Diego, California (CA). This contract is for the development and implementation of AAG ECPs. Furthermore, GA may be required to provide the ECP’s Non-Recurring Engineering (NRE), technical documentation, logistics products updates, implementation planning, kit development, installation procedures, and hardware installation (if required). This work may take place onboard the CVN 78 and 79 or as cut-ins to the CVN 80 production line. As the sole designer, developer and manufacturer of AAG, GA is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, 'Only One Responsible Source', and no other supplies or services will satisfy agency requirements. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for efforts described above.
