NAVAIR intends to enter into sole source negotiations and subsequently award an Order under a Basic Ordering Agreement to General Atomics (GA), San Diego, California (CA). This contract is for the procurement of the effort and activity required for the correction of deficiencies identified during prior qualification cycles at the Contractor labs, NAWCAD test sites and on CVN-78 for the Block A21/A22 Sustainment phase of the Advanced Arresting Gear (AAG) for the Aircraft Carrier Nuclear Powered (CVN) 78 to help improve operator awareness and system availability for CVN 78 deployment period. As the sole designer, developer and manufacturer of AAG, GA is the only source with the requisite knowledge, experience, and technical expertise to provide the required materials. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, 'Only One Responsible Source', and no other supplies or services will satisfy agency requirements. There is no commitment by the Government to issue a solicitation, make an award, or be responsible for any money expended by interested parties before award of a contract for efforts described above.
