The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole-source, Cost Plus Fixed-Fee (CPFF) Level of Effort (LOE) type Basic Ordering Agreement (BOA) order with Northrop Grumman Corporation (NGC), Melbourne, Florida to provide aircrew, flight test engineering, instrumentation, aircraft technicians and test management personnel to support the E-2 Integrated Test Team (ITT) at NAS Patuxent River, MD in the planning, execution, and reporting of the test program and disposition of all deficiencies. The anticipated period of performance will be two (2) years consisting of a base year and one option year, with the anticipated award date of 30 June 2020. As the sole designer, developer and manufacturer of the E-2D aircraft, NGC is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, ‘Only One Responsible Source’, and no other supplies or services will satisfy agency requirements. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any responses received.
