The Naval Air Systems Command (NAVAIR) intends to award a sole source, Firm Fixed Price (FFP) BOA order to BAE Systems Information and Electronic Systems Integration of Nashua, NH (BAE) for the non-recurring engineering to design and develop an engineering change proposal for the OE-120B/UPX Antenna Group for Electronically Steered Antenna (ESA) currently fielded by the Navy, which addresses Size, Weight, and Power (SWaP) constraints and meets a fiscal year 2024 installation date requirement. This procurement includes the development of a modified Unit 1 subassembly of the Antenna Group OE-120()/UPX (which includes the required above deck circular antenna) to meet Size, Weight, and Power (SWaP) requirements. The Unit 1 subassembly of the Antenna Group OE-120()/UPX will be modified to meet form/function requirement for use on ships requiring a lower SWaP footprint Interrogator Antenna. The updated system will be able to operate with lower performance requirements than the current OE-120()/UPX, and specifically will be tailored to meet the Independence-class Littoral Combat Ship (LCS) specification. This modified subassembly design will leverage the OE-120B/UPX redesign Unit 2 and 3 with minimal changes. BAE, as the sole designer, developer, and manufacturer of the OE-120B/UPX Antenna Group is the only company with the unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data required to support the above-mentioned requirements. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Government does not intend to use the provisions of FAR Part 12 for this acquisition.
