The Naval Air Systems Command (NAVAIR) intends to award a Cost Plus Fixed Fee (Cost Plus Fixed Fee) Delivery Order Modification under Basic Ordering Agreement (BOA) N00019-17-G-0013 on a sole source basis with BAE Systems, Information and Electronics (BAE Systems), Nashua, New Hampshire. The effort will design, implement and test modifications to incorporate the new Deck Tilt Correction and New Display Calibration for the OE-120 Antenna Group. This action is being awarded on a sole source basis to BAE in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” BAE is the only company with the unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data required to support the above-mentioned Combat Identification systems.
