The Naval Air Systems Command (NAVAIR), Aerial Targets Program Office (PMA208) Patuxent River, Maryland, intends to enter into sole source negotiations and subsequently award a Firm Fixed Price (FFP) delivery order under Basic Ordering Agreement (BOA) N00019-21-G-0002 to Northrop Grumman Systems Corporation (NGSC), Chandler, AZ. The anticipated delivery order provides for the procurement of Fiscal year (FY) 2021 shipping and storage containers and an option for FY 2022 shipping and storage containers in support of GQM-163A Supersonic Sea Skimming Target System (SSST). The planned delivery order is anticipated to have a period of performance of 2 years from the contract award date. Contract award is anticipated for the fourth quarter of FY 2021. The GQM-163A ground launched aerial target system emulates the anti-ship cruise missile in support of fleet training and weapon system test and evaluation. The anticipated order will fulfill the needs of the U.S. Navy. This synopsis is published for informational purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. NGSC is the sole designer, developer and manufacturer of the GQM-163A Coyote Aerial Target. As the sole integrator of their systems, NGSC is the only contractor with requisite knowledge, experience, and proprietary data rights to meet the Government’s requirement for the GQM163A SSST systems.
