The Naval Air Systems Command (NAVAIR), Patuxent River, Maryland, intends to award a sole source Order under Basic Ordering Agreement (BOA) N00019-17-G-0003 to Kratos Unmanned Aerial Systems, Inc. (KUAS), Roseville, CA for the procurement of In-service repairs in support of the BQM-177A Sub-Sonic Aerial Target System (SSAT) program. The planned order is anticipated to have a period of performance of 12 months from contract award and will include Repair of Reparable (RoR) of Power Management Condition Unit (PMCU) and Engine, DPN-90 Kit, Rolling Tail Assembly, and Tailcone Assembly. Contract award is anticipated for the fourth quarter of 2020. This synopsis is published for informational purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. KUAS is the sole designer, developer and manufacturer of the BQM-177A SSAT to include unique mission kits, special tooling, software and support equipment. KUAS is the only known contractor with the requisite knowledge, maintenance and repair experience, and noncommercial technical data and software rights to meet the Government’s requirements for the BQM-177A SSAT system. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
