The Naval Air Systems Command (NAVAIR), Patuxent River, Maryland, intends to award a sole source Delivery Order under Basic Ordering Agreement (BOA) N00019-17-G-0003 to Kratos Unmanned Aerial Systems, Inc. (KUAS), Roseville, CA for the procurement of Software Engineering Support Services for support, analysis, modification and implementation of software changes to the Subsonic Aerial Target (SSAT) BQM-177A Target system with an Option for an additional period. This synopsis is published for informational purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. KUAS is the sole designer, developer and manufacturer of the BQM-177A SSAT to include unique mission kits, special tooling, software and support equipment. KUAS is the only known contractor with the requisite knowledge, maintenance and repair experience, and noncommercial technical data and software rights to meet the Government's requirements for the BQM-177A SSAT system. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. All responsible sources may submit a capability statements which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
