The Naval Air Systems Command (NAVAIR) intends to award a contract to Teledyne Microwave Solutions, 11361 Sunrise Park Drive, Rancho Cordova, CA, to produce three (3) AN/ALQ 99 Band 5/6 Output Traveling Wave Tube(s) (OTWT) for government testing. This contract will require delivery of three Band 5/6 OTWT test articles by September 2021. The Government requirement is to obtain a second source supplier that can ultimately meet the Government requirement to produce three (3) Band 5/6 OTWTs per month. The applicable NAICS Code is 334419, Other Electronic Component Manufacturing. The AN/ALQ-99 Tactical Jamming System (TJS) is flown on the EA-18G and provides vital Airborne Electronic Attack (AEA) jamming capability against radar and communications targets in the suppression of enemy air defenses. This low density, high demand AEA capability is vital to the EA-18G. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-3, “Industrial mobilization; engineering, developmental or research capability; or expert services." Teledyne Microwave Solutions is the only known second source traveling wave tube manufacturer with access to the Band 5/6 OTWT technical data package, and with the requisite technical skills, product knowledge, and manufacturing abilities to produce the necessary assets that support the government-required timeline. The term of contract is expected to be approximately fifteen months. This is not a commercial buy and therefore the Government does not intend to use the provisions of FAR Part 12 for this acquisition. This synopsis is published for informational purposes only.
