The purpose of this 14 July 2020 update is to provide revised responses to industry questions. *********** The purpose of this 21 May 2020 update is to provide Amendment 0002 to the Formal Request for Proposal (RFP) released 6 April 2020 and the subsequent Amendment 0001 release of 1 May 2020. The Government has extended the proposal due date to 11 June 2020 and has revised Section L of the solicitation for clarification purposes. *********** While the Government has extended the proposal due date to 28 May 2020, submission of the prerequisite portion by the initial deadline of 14 May 2020 is welcomed and encouraged. *********** The purpose of this 1 May 2020 update is to provide Amendment 0001 to the Formal Request for Proposal (RFP) released 6 April 2020. In addition to the Amended Solicitation, included are final and tracked changes versions of the Amendment and PWS, as well as revised Attachment (1), Appendix (E) and Attachments L-2 and L-3. Please note that the Attachment (2) replacement is provided via the Technical Library. *********** The purpose of this 28 April 2020 update is to provide the second group of Government answers to industry questions submitted in response to the below Formal Request for Proposal (RFP) release of 6 April 2020. The Government intends to release the amended RFP on or about 29 April 2020. *********** The purpose of this 25 April 2020 update is to provide the first of two groups of Government answers to industry questions submitted in response to the below Formal Request for Proposal (RFP) release of 6 April 2020. The Government intends to post the remaining responses to industry questions and to release the amended RFP early in the week of 27 April 2020. *********** The Naval Air Systems Command (NAVAIR) intends to award a single source Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract utilizing full and open competition procedures in December 2020 for C-40A Contractor Logistics Support (CLS) services for the seventeen (17) United States Navy (USN) aircraft and the two (2) United States Marine Corps (USMC) aircraft. This formal Request for Proposal (RFP) follows the Sources Sought posting (N00019-19-RFPREQPMA-207-0004) of 1 August 2019, the Pre-Solicitation Draft Performance Work Statement (PWS) posting of 4 December 2019 (N00019-20-R-0013), and the Draft RFP (N00019-20-R-0013) release of 11 February 2020. Deadline for Industry Questions. Interested parties may submit questions using the Enclosure (1) “Industry Worksheet” Excel file no later than 4:30pm Eastern Standard Time (EST) on 15 April 2020 to ensure Government responses are provided. The Government cannot guarantee any subsequent questions will be addressed. It is the responsibility of the Offeror to ensure timely Government receipt. The Government is not responsible for responses to questions for which the Offeror did not receive submission confirmation from the Government. Proposal Deadline. Due to the current world circumstances and working environment, the Government has determined an extended proposal development period to be appropriate. In light of this, the anticipated and previously published 30 day preparation time will be extended for an additional week. Proposals must be submitted in accordance with all solicitation requirements no later than 2:00pm EST on 14 May 2020. Proposals received after this deadline will be excluded from consideration. As a follow-up to the sources sought posting, N00019-19-RFPREQ-PMA-207-0004, of 1 August, 2019 - The Naval Air Systems Command Contracts Department (AIR 2.3.5.1), Patuxent River, MD announces its intention to procure on a competitive basis Contractor Logistics Support (CLS) for the Navy's seventeen (17) C-40A aircraft and anticipated two (2) USMC C-40A aircraft. This requirement is a follow-on procurement to contract N00019-16-D-0002 currently being performed by AAR Government Services, Inc. The existing contract is Firm Fixed Price (FFP). This contract is due to expire 31 March 2021. The attached PWS and Appendices are provided to Industry for review and comment. The Government will utilize this feedback to update/clarify the current draft PWS prior to release of the draft RFP (inclusive of Section L&M), which is planned for late January 2020. The Government does not intend to respond to questions at this point but will take all feedback into consideration. There will be a question and answer period after the draft RFP is released. An in person pre-solicitation conference is not planned at this time, but virtual one on ones will be considered if determined to be needed. Formal RFP release is planned for April 2020 with contract award in December 2020. Please provide comments/feedback by 18 December 2019 to the POC’s in this announcement.
