The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source, firm fixed price delivery order under Basic Ordering Agreement (BOA) number N0001919G0030 with DRS Systems, Inc. Melbourne, FL for field service representative support efforts associated with the AN/AAQ-45 system of the Distributed Aperture Infrared Countermeasures (DAIRCM) program to support Department of Defense (DoD) requirements. These efforts include providing on-site advice, liaison and informal training in the buildup, installation, and operation and maintenance of equipment and systems related to the AN/AAQ-45 system. This effort is being awarded on a sole source basis to DRS Systems, Inc. in accordance with FAR 6.302-1 because DRS Systems, Inc. is the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, the Government lacks the drawings and technical data to permit competitive procurement of the AN/AAQ-45 system. Drawings and data are proprietary to DRS Systems, Inc.
