The Naval Air Systems Command (NAVAIR) intends to award a sole source, Firm Fixed Price (FFP) BOA order to BAE Systems Information and Electronic Systems Integration of Greenlawn, NY (BAE) for the productionization of the AN/UPX-50(C) Digital Interrogator (DI), Part Number (P/N) 1001734G-75. The AN/UPX-50(C) is an update to the AN/UPX-41(C) in accordance with Engineering Change Proposal #PMA213C-029 to address obsolescence, update software as a result of trouble reports, and account for hardware related changes. The ECP also adds a third receiver channel for future use. The AN/UPX-50(C) also incorporates changes from ECP #PMA213C-011 to add Mode S functionality into the system software. BAE, as the sole designer, developer, and manufacturer of the AN/UPX-41(C) DI is the only company with the unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data required to perform these requirements. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
