The Naval Air Systems Command (NAVAIR) intends to award a Delivery Order under Basic Ordering Agreement N00019-20-G-0005 to Northrop Grumman Systems Corporation for 39 Avionic Flight Mission Computers (AFMC) units and 1 Environmental Stress Screening station. Northrop Grumman (NG) will provide (39) 123SCAV9534-11/123SCAV9534-15 AFMCs. The units will undergo software loading, checkout, and lab testing at the NG Melbourne facility. In addition to the AFMCs, NG will design and build an additional Environmental Stress Screening (ESS) station, NG P/N 6B04161-0001 in order to increase production capacity to meet the Navy’s need for AFMCs. Currently, Northrop Grumman System Corporation is the only company that has the ability, resources, technology, and documentation necessary to develop, produce, maintain, and support this system without causing unacceptable delays in meeting the Navy's operational requirements. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO COMPETITIVE SOLICITATION WILL BE ISSUED. This acquisition is being pursued on a sole source basis under the authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, "Only one responsible source and no other supplies or series will satisfy agency requirements". There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
