The Presidential Helicopters Program (PMA-274) intends to negotiate and award a contract action to General Electric Corporation (GE) on an other than full and open competition basis. The modification will be for the procurement of five (5) CT7-8A6 Engines with metal shipping containers, interface harness and associated control hardware. GE is the only known source with the knowledge, experience, expertise, and the necessary proprietary technical data required to perform this effort. A sole source acquisition will be procured under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, “Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements”. This notice of intent is not a request for competitive proposals. There is no commitment by the Government to issue a solicitation, make an award or be responsible for any money expended by interested parties before award of a contract modification for the effort described above. However, interested parties may submit a capability statement for the purpose of determining whether to initiate a competitive procurement. All responses received by the Government within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
