Naval Air Systems Command (NAVAIR) intends to award a sole source Firm-Fixed-Price (FFP) Delivery Order (DO) under Basic Ordering Agreement (BOA) N00019-15-G-0003 to Raytheon Missile Systems Company (RMS) to procure High-Speed Anti-Radiation Missile (HARM) parts for sustainment and repairs. The parts to be procured and estimated quantities are as follows: Please see attached. The anticipated award date is December 2020. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. As the sole designer, developer and manufacturer of the HARM missile, Raytheon is the only source that currently possesses sufficient requisite knowledge, engineering expertise, aircraft integration information, and technical data required to perform these efforts. No other source has the technical qualification and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government's requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Subcontracting opportunities should be sought directly from Raytheon Missile Systems Company, 1151 E. Hermans Road, Tucson, AZ 85756-9367.
