The Naval Air Systems Command intends to solicit and negotiate a Fixed Price type, sole source contract with The Boeing Company, St. Louis, MO for the future collective Avionics Cooling Air Distribution System modifications to support incorporation of Block III systems. This implementation includes a single avionics cooling air distribution system (ACADS) design that supports any combination of Distribution Targeting Network (DTPN), Tactical Targeting Network Technology (TTNT) and Satellite Communications (SATCOM) retrofit incorporation. This acquisition is being procured via a stand-alone delivery order under the N00019-16-G-0001 Boeing corporate Basic Ordering Agreement (BOA). The integration of this system, ACADS, is necessary to meet F/A-18 Block III retrofit capabilities. Without the integration of ACADS, retrofit Block III capabilities will not be met. This acquisition is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” The Boeing Company is the sole designer, developer, manufacturer and integrator of the F/A-18 E/F/G aircraft and is the only known source with the knowledge, expertise, facilities and qualified personnel necessary to accomplish this effort within the timeframe required. The Government does not intend to use the provisions of FAR Part 12 for this acquisition. This synopsis is for informational purposes only.
