The Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed Price (FFP) Contract to procure parts required to upgrade the existing fielded Operational Test Program Set (OTPS) required for I-Level Support of planned changes to the MH-60R/S Avionics suite as a result of the Audio Management Computer (AMC) - Lite, Smart Multi-function Display (SMFD), Common Avionics Multi-function Display (CAMFD), and the Control Display Unit (CDU) in support of the US Navy. This action is intended to be awarded on a sole source basis to Lockheed Martin Rotary and Mission Systems (LM RMS) under the authority permitting other than full and open competition, Title 10, U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other type of Supplies or Services Will Satisfy Agency Requirements;" because LM RMS is the current manufacturer and system integrator for the full rate production of MH-60R aircraft and is the only known source with the requisite knowledge and skilled personnel, facilities, manufacturing tooling, test equipment, and technical data required for the production of additional MH-60R aircraft. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
