The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole-source delivery order under Basic Ordering Agreement N00019-16-G-0012 with Bell Helicopter Textron Inc. (BHTI) to produce and deliver TRGB Wiring Redesign Increment II kits for retrofit of the AH-1Z and UH-1Y aircraft. This includes production (forward fit) and retrofit non-recurring engineering (NRE) tasks to improve the TRGB wiring redesign Increment I design. This requirement is being pursued on a sole source basis in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." BHTI is the sole designer, developer and systems integrator of the H-1 series Helicopter. As such BHTI is the only known responsible source with the knowledge, in-depth experience, technical data, tooling and test equipment required to perform this effort within the required schedule.
