The Naval Air Systems Command (NAVAIR) intends to issue a modification to delivery order N0001919F0031 under the Basic Ordering Agreement N00019-17-G-0002 for a 12-month period to Bell-Boeing Joint Program Office on a sole-source basis for Flight Test and Evaluation back-home support analysis for the V-22 aircraft. This modification will also include analysis support for the Japan FMS V-22 aircraft. Flight test and evaluation activities include, but are not limited to, block upgrades, developmental testing, operational testing, supportability test and evaluation, software development, envelope expansion, deficiency correction testing, and other requirements as determined by the Government. Bell-Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only source that possesses the requisite knowledge and expertise to perform this effort. Also, Bell-Boeing is the only source that possesses the totality of engineering and technical data required.
