The Naval Air Systems Command (NAVAIR) intends to negotiate a sole source order under Basic Ordering Agreement (BOA) N00019-19-G-0031 with Collins Aerospace to perform Sustaining Engineering Support Services for the E-6B Mission Avionics Systems (MAS) which has historically been solely supported by Rockwell Collins now Collins Aerospace. The E-6B Aircraft Program MAS includes the Block I systems, Military Strategic Tactical and Relay (MILSTAR) satellite terminals, Very Low Frequency (VLF), High Frequency (HF), Ultra High Frequency (UHF), and Very High Frequency (VHF) communications, Voice Over Satellite (VOSAT), Digital Assigned Multiple Access (DAMA) systems, High Power Transmit Set (HPTS), Internet Protocol Bandwidth Expansion (IPBE) equipment and Sustainment and Support System (SASS). The planned period of performance is from 01 December 2019 to 30 November 2020. This intended procurement will be processed pursuant to the authority of 10 U.S.C. 2304(c)(1), whereby the supplies and services required are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. Collins Aerospace is the only company that has the necessary specification, trained organization and depot staff, depot technical data, and depot level repair experience for Navy E6B aircraft. This notice of intent is not a request for competitive proposals. However, responsible sources may submit a capability statement which shall be considered by NAVAIR.
