Naval Air Systems Command (NAVAIR) intends to award a sole-source delivery order to Collins Aerospace under Basic Ordering Agreement (BOA) N00019-19-G-0031 for the obsolescence sustainment of the E-6B Mission Avionics Processing System (MAPS). This effort will be limited to the minimum hardware and software changes necessary to transition to the current Red Hat Enterprise Linux operating system 64-bit version. Size, weight and power impacts are not within the scope of this project. Collins Aerospace will furnish the necessary labor, for the Non-recurring engineering (NRE) tasking; Validation and Verification MAPS “A” & “B” Kits and Installation of the kits into the E-6B aircraft. Collins Aerospace is the Original Equipment Manufacturer (OEM) of the E-6B MAPS, and is currently under contract with NAVAIRSYSCOM to support this system through logistical sustainment, obsolescence monitoring and avoidance, as well as Fleet Support Representatives at Tinker Air Force Base. They are the only source with the requisite experience, technical data, secure development labs, and test facility that are necessary to fulfill this requirement. This notice of intent is not a request for competitive proposals; however, responsible sources may submit a capability statement, which will be considered by NAVAIR.
