USN F414-GE-400 ENGINE SYSTEM DEVICE MATERIAL CHANGE PRE-SOLICITATATION NOTICE: THE NAVY INTENDS TO AWARD A SOLE SOURCE DELIVERY ORDER The Naval Air Systems Command (NAVAIR) plans to award a delivery order on a sole source basis to The General Electric Company (GE) (CAGE 99207) under Basic Ordering Agreement N0001921G0004 to redesign the F414-GE-400 Engine Inlet Device used in the F/A-18 E/F and EA-18G aircraft to address material obsolescence issues. NAVAIR is awarding this action on a sole source basis under NAICS 336412 (Aircraft Engine and Engine Parts Manufacturing) and PSC AC13, “National Defense R&D Services; Department of Defense; Military, Experimental Development”, pursuant to the statutory authority of 10 U.S.C. 2304(C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”. GE is the designer and developer of the F414-GE-400 Engine Inlet Device and has been solely responsible for the engine requirements since development of the engine for the F/A-18E/F and EA-18G aircraft. Only GE has the established supplier base and manufacturing processes that are critical for design, qualification, and production of the F414 Engine Inlet Device. The Government does not intend to use the provisions of FAR Part 12 for this acquisition. This notice of intent is not a request for competitive proposals.
