The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to modify an order under Basic Ordering Agreement (BOA) N00019-16-G-0001 with The Boeing Company, for the procurement of 24 (twenty-four) additional AV6+ processor cards, P/N 79920335-019, to replace the legacy AV6 processor cards currently used in the F/A-18E/F Infrared Search and Track (IRST), Block I, Low Rate Initial Production systems. The Infrared Search and Track (IRST) system is installed on the F/A-18E/F. In order to improve the performance of the system, the IRST program will replace the legacy AV6 processor cards with AV6+ processor cards. The AV6+ processor cards are upgraded with additional memory chips and require particular software and coating requirements for integration into the IRST Block I system. Retrofitting Block I systems to the AV6+ configuration is critical to the success of system evaluation in 3QFY18 and Fleet Demonstration in 4QFY19. Responsible sources may submit a Statement of Capability and Qualifications to the Contract Specialist listed demonstrating their ability to perform the Government's requirement and shall provide proof of approved facility and personnel clearances necessary to meet the delivery schedule required within 15 days from the publication date of this announcement. The Government will utilize the capability statements received solely to confirm the sole source acquisition approach or to reconsider a competitive procurement. A determination not to compete this requirement is solely within the discretion of the United States Government.
