The Naval Air Systems Command intends to solicit and negotiate a Fixed Price type, sole source contract with The Boeing Company, St. Louis, MO for the future collective Avionics Cooling Air Distribution System modifications to support incorporation of Block III systems. This implementation includes a single avionics cooling air distribution systems (ACADS) design that supports any combination of Distribution Targeting Network (DTPN), Tactical Targeting Network Technology (TTNT) and Satellite Communications (SATCOM) retrofit incorporation. If this change is not incorporated, the retrofit to Block III capabilities cannot be completed. The acquisition is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Boeing Company is the sole designer, developer, manufacturer and integrator of the F/A-18 E/F aircraft and is the only known source with the knowledge, expertise, facilities and qualified personnel necessary to accomplish this effort within the timeframe required.
