The Naval Air Systems Command (NAVAIR) Patuxent River, Maryland intends to issue a Delivery Order under Basic Ordering Agreement (BOA) N00019-15-G-0003 to Raytheon Missile Systems (RMS), 1151 East Harman's Road, Tucson, Arizona on a sole-source basis to perform all work necessary to complete the required upgrades to the existing Tactical Tomahawk Guidance Test Set (TTGTS) Product Baseline units and assist with operational prove-in. This effort is expected to be completed twenty-four months (24) after contract award. The award for this effort is expected in the four quarter of fiscal year 2019. Raytheon is the sole manufacturer of the Tomahawk Missile System. This action is being awarded on a sole source basis to the RMS in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." RMS is the sole designer, developer, and producer of the Tomahawk Cruise Missile and is the only known source that possesses the requisite knowledge and expertise required to perform this effort within the required schedule. Also, RMS is the only source that possesses the totality of engineering and technical data required to perform these efforts. NOTE: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The data associated with the Tomahawk Missile is export controlled and is not available to foreign sources or representatives.
