The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to issue a sole source follow-on production contract to Northrop Grumman Systems Corporation (NGSC), San Diego, CA, for the production and support of MQ-4C Triton aircraft and related assets for program requirement year FY21 associated with Low Rate Initial Production (LRIP) Lot 6. This procurement will include the supplies and services necessary to manufacture and deliver the required number of U.S. Navy (USN) and international cooperative partner MQ-4C Unmanned Aircraft (UA), Main Operating Bases (MOB), and related production support, to include: special tooling and special test equipment; systems engineering; production management; parts obsolescence; engineering change proposals; trade studies; non-recurring engineering; integrated logistics support; and technical, administrative, and financial data. The Government plans to issue an Advance Acquisition Contract (AAC) for long lead material and associated efforts supporting this procurement. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." As the sole designer, developer, manufacturer, and integrator of the MQ-4C Triton UAS, NGSC is the only source that possesses the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, and operational characteristics of the MQ-4C UAS required to perform the necessary production efforts within the required timeframes and without substantial duplication of costs. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government's requirements.
