The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a Cost-Plus-Fixed-Fee (CPFF) type contract on a sole source basis with Northrop Grumman Systems Corporation - Aerospace Systems (NGAS), San Diego, CA regarding Sense and Avoid (SAA) Risk Reduction in advance of IFC-5.0 Sense and Avoid (SAA) Engineering Change Proposal (ECP) to MQ-4C Triton Unmanned Aircraft System (Triton UAS via a Delivery Order under the Basic Ordering Agreement (BOA) Contract N00019-15-G-0026. This effort will include MQ-4C Triton ACAS Xu Phase 0A Risk Reduction supplies and services and technical data in support of said supplies and services. Northrop Grumman is the sole designer, developer, and integrator of the Trion UAS. Accordingly, it is the only contractor with the requisite knowledge and experience to provide Triton specific hardware required for these efforts within the program's cost and schedule constraints. The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(C)(1) and FAR 6.302-1, "Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements" for the proposed actions. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice.
