The Naval Air Systems Command, in support of PMA-261 CH-53 Heavy Lift Helicopter Program Office, intends to solicit a contract for negotiation with Sikorsky Aircraft Corporation, (SAC) on a sole source basis under the authority of FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to complete supportability requirements for System Demonstration Test Articles (SDTA) 1 through 4. The scope of this work includes logistics and repair support, provision of spare parts and technical publications, and training. The intended contract will be issued as a modification to an existing CLIN under Contract N00019-06-C-0081. This requirement will be procured in accordance with statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that SAC is the only responsible source and no other type of equipment will satisfy Marine Corps requirements. SAC is the designer, developer, and sole producer of the CH-53K aircraft and the only known source that possesses the data, technical skills, and requisite knowledge of the design, fabrication, performance, operation, maintenance, and support characteristics of the CH-53K to fulfill this need in a timely manner. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within a forty-five day (thirty days if award is issued under an existing basic order agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
