The Naval Air Systems Command intends to award a firm fixed price sole-source delivery order to the Boeing Company, St, Louis, MO under Basic Ordering Agreement N00019-16-G-0001 for the procurement of approximately 8 USMC TAV-8B APX-123 A-Kits which provide an identification friend or foe capability. This delivery order will also contain an Option for 2 additional Italian TAV-8B APX-123 A-Kits and 3 additional options for 1 USMC TAV-8B APX-123 A-Kit each. The Government intends to negotiate the delivery order using FAR Part 15 procedures. The Government does NOT intend to use the provisions for FAR Part 12 for this acquisition. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued under the statutory authority 10 U.S.C. 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Boeing is in sole possession of the requisite data as well as the avionics experience required to support the acquisition listed above. Responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received.
