The Naval Air Systems Command (NAVAIR), intends to procure on a non-competitive basis support and integration of an STS-6X test set for AGM-88B/C/F High Speed Anti-Radiation Missile (HARM). The Government intends to issue a sole source contract to Raytheon Missile Systems (RMS), Tucson, AZ. The resultant contract will be awarded to RMS to provide STS-6X support and integration services to the Department of Energy (DOE) who is performing the efforts for NAVAIR. RMS will provide Test Requirement Documents (TRDs), Aerospace Documents (AS), user interfaces, security guidelines, configuration management requirements, facility/utility requirements, and software requirements. Additionally, RMS will support various System Engineering Test Readiness (SETR) events, including Preliminary Design Review (PDR), Configuration Design Review (CDR), Test Readiness Reviews (TRR) and Technical Interchange Meetings (TIMs). Under the authority of 10 USC 2304(c)(1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, the HARM Weapon System, which includes the HARM AGM-88B/C/F configurations, related avionics components, and support equipment, was designed, developed, and manufactured by RMS. RMS is the only known entity with the requisite knowledge, access and knowledge of TRDs and AS documents and known expertise for repairing, supporting and operating the current STS-6C all of which is necessary to support the effort described above. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is published for informative purposes (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). Interested parties, however, may identify their interest and capability by responding to the requirement.
