Naval Air Systems Command (NAVAIR) intends to negotiate and award a modification to Order 0035 under Basic Ordering Agreement (BOA) N00019-15-G-0026 to Northrop Grumman Systems Corporation (NGCS), Melbourne, Florida, to add Software Engineering to the existing Sustainment Support Order for the France E-2C aircraft. Software Engineering consists of providing software engineering services for the France E-2C aircraft Mission Computer Replacement (MCR) Operational Flight Program (OFP) Baseline; and ensure that all France E-2C MCR OFP software conforms to system missions, requirements, and that the MCR OFP code is correct and testable. NGSC is the only company that possesses the extensive knowledge and technical data required to successfully provide technical support in relation to the continued sustainment of the E-2C aircraft. NGSC is the sole designer, manufacturer, and system integrator of the E-2 aircraft. Only NGSC has the engineering, manufacturing, and unique logistics support experience and knowledge of the technical data pertinent to the systems design and operational characteristics of the E-2 aircraft to provide necessary support to meet French Ministry of Defense (FMOD) operational commitments. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, 'Only One Responsible Source', and no other supplies or services will satisfy agency requirements. The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. All responses received within thirty (30) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement.
