DESCRIPTION: The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole-source, Firm Fixed Price (FFP) type contract with Northrop Grumman Corporation (NGC), Melbourne, Florida to perform a technical study to determine the feasibility for the integration of the Mobile User Objective System (MUOS) capability on both dual SATCOM channels on the E-2D Advanced Hawkeye (AHE). The anticipated period of performance will be August 2019 to May 2020, with the anticipated award date of 28 August 2019. As the sole designer, developer and manufacturer of the E-2D aircraft, NGC is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, ‘Only One Responsible Source’, and no other supplies or services will satisfy agency requirements. THIS NOTICE IS PUBLISHED FOR INFORMATION PURPOSES ONLY AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any responses received. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
