The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to award a modification under Basic Ordering Agreement (BOA) N00019-17-G-0003 Delivery Order N0001919F0282 to Kratos Unmanned Aerial Systems, Inc. (KUAS), 5381 Raley Blvd, Sacramento, CA, 95838 to procure a finalized production-level design for a two-piece electronics bay cover with detachable radome/nosecone sub-assembly for the SSAT BQM-177A that enables the user to remove and replace the radome and/or nosecone without removing the full electronics bay cover from the vehicle. In addition, this modification will procure the production of the two-piece electronics bay cover and nosecone sub-assemblies. In addition, this modification will decrease the quantity of wing-tip antenna pods available to exercise on the option from seventeen (17) pairs to six (6) pairs. This procurement will have a period of performance of up to 12 months. The BQM-177A is a subsonic, recoverable, aerial target system that emulates Anti-Ship Cruise Missile (ASCM) and Surface-to-Air Missile (SAM) in support of weapons system test and evaluation. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The North American Industry Classification Systems (NAICS) code for the action described herein is 336411. GENERAL INFORMATION: KUAS is the sole designer, developer, and manufacturer of the SSAT BQM-177A and is the only known qualified, responsible source that possesses the necessary knowledge, experience, and technical data required to fulfill the requirements specified. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302. All responsible sources may submit a capability statement which shall be considered by the agency.
