Synopsis: Naval Air Systems Command intends to negotiate and award a sole source contract to a small business, ECI Defense Group, Inc, for the C/KC-130T Lavatory Procurement. This effort consists of the procurement and delivery of 24 Tanks and Water Closet/Toilet Kits and Product Drawings and Associated Lists. A sole source acquisition will be procured under the authority of FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Safran Aerosystems is the sole manufacturer of toilet assemblies for the C/KC-130T aircraft. They have teamed with, ECI Defense Group Inc, to supply the items. This toilet is a commercial design which has been modified to fit into the lavatory monument and interface with aircraft requirements. Safran Aerosystems is the only known source with the proprietary technical data, requisite knowledge, experience, and equipment to meet the United States Navy requirement. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained. GENERAL The NAVAL AIR SYSTEMS COMMAND (NAVAIR) is issuing this sources sought as a means of conducting market research to identify interested parties in delivering toilet tanks and kits for installation on 24 C/KC-130T aircraft. Toilets and kits must be delivered no later than 30 weeks after receipt of order and must incorporate a drain valve assembly into the waste tank. The result of this market research will contribute to determining the method of procurement. This sources sought is being used as a market research tool pursuant to Federal Acquisition Regulations (FAR) Part 10 to determine potential sources and their technical capabilities. 2. BACKGROUND The United States Navy (USN) has a need to replace existing water closet tanks and related hardware/installation kits on 24 C/KC-130T aircraft. This new toilet configuration will eliminate hazardous waste material from escaping the waste tube resulting in costly repairs and out of service aircraft due to corrosion. 3. INFORMATION REQUESTED NAVAIR is conducting market research to identify industry partners that can deliver water closet tanks and related hardware/installation kits for 24 C/KC-130T aircraft. Toilets and installation kits must be delivered no later than 30 weeks after receipt of order and must incorporate a drain valve assembly into the waste tank. Potential Contractors are requested to provide information on current products and services, relevant history, evidence of past performance, and capability of supporting in full the requirements identified herein. Interested parties shall provide their technical capabilities describing how they are able to meet the Government's complete requirements for the Toilet Tanks and installation kits, either directly or through teaming arrangements. Potential sources shall be capable of furnishing all labor, materials, facilities, and equipment required to accomplish the new manufacture of these items. Generally, this entails the procurement and manufacture of component parts, inspection, testing, preservation/packaging, and shipping. Additionally, potential sources may be responsible for supply chain management, logistics planning, forecasting production requirements, long lead time parts procurement, diminishing manufacturing sources and material shortage issues, and shipping operational assets. Full requirements will be established via Request for Proposal (RFP) and unit pricing will be established via contract award. Installations will be performed separately by military personnel. If your organization has the potential capacity to perform these requirements, please submit two copies of your response in an executive summary format not to exceed 10 pages. If your response includes information considered proprietary, please mark the information in accordance with regulatory guidance.
