The anticipated delivery order provides for developing, documenting, testing, and delivering a Harpoon Engagement Training Aid (HETA) and an Anti-Surface Warfare (ASUW)/Harpoon Tactical Employment Course to the Qatar Emiri Air Force (QEAF). Contract award is anticipated for the first quarter of fiscal year 2020 with a Period of Performance of 17 months, beginning in third quarter fiscal year 2020. This delivery order is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other services will satisfy agency requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. Zenetex, LLC. is the only known qualified, responsible source that can fulfill the requirements specified herein, and has past history in designing, developing, and modifying a variety of Harpoon training systems, including the Harpoon Embedded Trainer, Harpoon Employment Training Aid, and Submarine Embedded Trainer. Zenetex maintains and controls both the Technical Data Package (TDP) and the manufacturing documentation for the Block II Missile training systems and the Government does not have sufficient technical data rights to use the TDP in a competitive solicitation.
