THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The Naval Air Systems Command (NAVAIR) Precision Strike Weapons Program Office (PMA-201) intends to enter into sole source negotiations and subsequently award a Firm-Fixed-Fee Delivery Order under Basic Ordering Agreement N00019-18-G-022. This effort is estimated for award in the fourth quarter of calendar year 2019 to with Zenetex, LLC. for a performance period of five months. This order is to provide the Taiwan Navy with Advanced Harpoon Weapons Control System (AHWCS) 2.31 External Training Device (ETD) Software Update as well as its associated technical data and Harpoon Interactive Tactical Training System (HITTS) and ETD Spares. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Zenetex, LLC. is the sole designer, developer and manufacturer of the Harpoon Tactical Training Program and has past history in designing, developing, and modifying a variety of Harpoon training systems, including the Harpoon Embedded Trainer, Harpoon Employment Training Aid, and Submarine Embedded Trainer. Zenetex developed Harpoon Block II Missile training systems at their own expense, so the Government has restricted rights to the software. Accordingly, Zenetex, LLC. is the only known, qualified, responsible source that can fulfill the requirements herein. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
