THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The Naval Air Systems Command (NAVAIR) Precision Strike Weapons Program Office (PMA-201) intends to enter into sole source negotiations and subsequently issue a sole source contract for JSOW-ER Configuration Refinement and Evaluation to Raytheon Missile Systems (RMS), Tucson, AZ. This effort is estimated for award in the first quarter of fiscal year 2020 for a performance period of approximately eighteen months. This effort is to further refine the production configuration of an extended range variant of the Joint Standoff Weapon (JSOW) AGM-154C-1 All Up Round (AUR). RMS will perform configuration refinement and evaluation of the propulsion system and proposed guidance electronics, as well as evaluate potential warhead system solutions in order to reduce risk associated with production and qualification. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. Responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by the response date. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. GENERAL INFORMATION: Raytheon Missile Systems is the sole designer, developer, manufacturer and integrator of the JSOW weapon system and its related equipment and as such is the only company that has the requisite knowledge, technical expertise, production tooling facilities and technical data necessary to meet this requirement. This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement (DFARS) 206.302-1(d). The Naval Air System Command (NAVAIR), Patuxent River, Maryland, intends to issue Sole Source contract(s) to Raytheon Missile Systems (RMS), Tucson, AZ. for the Technology Maturation Risk Reduction (TMRR) and Engineering, Manufacturing and Development (EMD) of an Extended Range (ER) variant of the Joint Standoff Weapon (JSOW) AGM-154C-1 (JSOW-ER). The Requirements for the JSOW-ER includes: extending the range of the existing JSOW C-1 variant while maintaining targeting and performance capabilities, carriage on F-18 and internal carriage on F-35A/C while minimizing any changes to existing aircraft integration and limitations, hardware and software modifications to optimize midcourse and endgame performance for the powered variant of the JSOW, and deployment to the fleet no later than FY23. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Responsible, interested parties, however, may identify their interest by submitting a capabilities statement. The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
