This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement (DFARS) 206.302-1(d). Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to negotiate and award a delivery order under Basic Ordering Agreement (BOA) N00019-18-G-0038 for logistics and engineering support, inclusive of, hardware and software design; development; integration; testing requirements, and production related issues to Lockheed Martin Corporation - Mission Fire Control (LMMFC), Orlando, FL.in support of sustainment activities of the Long Range Anti-Ship Missile (LRASM). The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Lockheed Martin is the sole designer, developer, manufacturer, and integrator of the LRASM, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis and in a cost effective manner. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Responsible, interested parties, however, may identify their interest by submitting a capabilities statement. The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
