The Naval Air Systems Command (NAVAIR) awarded contract N00019-20-C-0628 to Raytheon BBN Technologies Corporation, 10 Moulton Street, Cambridge, MA 02138-119 for the procurement of software design, development, and improvement of the Ground Replay System (GRS) engineering tool, which is used for high-fidelity mission reconstruction of P-8A sorties. The period of performance is one base year and four option years. This contract was awarded to Raytheon BBN in the amount of $2,727,341, with an overall value of $14,150,016 including options. This acquisition was conducted on a sole-source basis under statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. This effort is covered under the Justification and Approval (J&A) number 19-480, 7 October 2020, attached. It was determined that a CPFF contract action was the appropriate contract type pursuant to DFARS 235.006(b)(ii)(A). This is a development program for which the use of a fixed-price type contract would not provide an equitable and sensible allocation of program risk between the Government and the Contractor due to the continuously evolving nature of the P-8A acoustic platform capabilities with which the GRS software must remain synchronized with.
