The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a Modification to a current sole-source Contract to Lockheed Martin Corporation (LMCO), Owego, NY to upgrade the E-2D ALQ-217 Electronic Support Measures (ESM) Advanced Digital Receiver/Processor (ADRP) manufactured by LMCO. LMCO will provide all labor and material, Integrated Logistics Support (ILS), obsolescence management, and software support required for the development and qualification of the E-2D ALQ-217 ESM ADRP Upgrade. This effort includes any non-recurring engineering required to develop the hardware and software, verify qualification and specification requirements and to fabricate and install ADRP test articles for this upgrade. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO COMPETITIVE SOLICITATION WILL BE ISSUED. This acquisition is being pursued on a sole source basis. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, "Only one responsible source and no other supplies or series will satisfy agency requirements". There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
