Questions from Industry/Answers from Government Question #1: I'm a small business looking for subcontracting opportunities. Under what contract number is the work currently performed? Answer #1: This is a new solicitation, this requirement is for a possible Commercial MX Alternative option to help with the limited capacity for surge or overflow that our organic depots cannot provide at this time. Question #2: I just wanted to ask if there is an incumbent contract or contractor associated to the requirement. If any, please provide the contractor's name and contract number. Answer #2: There is a separate depot MX contract for C-130 A/C support in West Pac and is in the process of soliciting for a follow-on contractor. This requirement is currently being fulfilled under the incumbent contract number N62649-15-D-0015. Question #3: Do you anticipate an Industry Day for Solicitation Number: N00019-19-R-DEPOT? Answer #3: There are no intentions for an industry day for this requirement at this time. Questions and Answers as of 29 Jan 2019 Question #4: Is there a geographical preference to the locations of the MRO facility? Is it limited to CONUS? Answer #4: It needs to be in North America, which can include Canada. Question #5: The Sources Sought Synopsis' queries specifically call out K/C-130J/T past performance. In the evaluation of potential Sources of Repair, will other variants of the C-130 be considered Relevant Past Performance? Answer #5: Yes, possibly depot level MX experience on other models can be considered as relevant past performance. Question #6: Quality Assurance and Compliance within the PWS specifically call out DCMA 8210.0 and ISO 9001: 2015, are AS9110 or FAA Part 145 Standards acceptable? Answer #6: Yes Question #7: When will the offeror's facilities have to have DCMA 8210.0 approval? At submittal of Proposal? At contract award? Can the facility/company achieve DCMA approval after award. Answer #7: Normally at contract award although it is suspected that the customer can work with a later approval. Question #8: The Security Classification for this solicitation is SECRET. Will the awardee be required to have COMSEC accounts, Security Officer with all personnel working on the K/C-130J/T required to have a SECRET Clearance? Answer #8: Yes, unless they will not be handling COMSEC gear.
