THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The Naval Air Systems Command (NAVAIR), Airborne Electronic Attack Program Office (PMA-234), intends to issue a full and open solicitation for a Cost Plus Incentive Fee (CPIF) contract for the Next Generation Jammer (NGJ) Low Band (LB) Capability Block 1 (CB1) phase of the Next Generation Jammer (NGJ) program. The contract will include the design, development, production, integration, and test of 2 Captive Mass Model Aeromechanical Pods, 4 Jettison Mass Model Pods, 2 Mission System Prototype Test Pods, 8 Operational Prototype Pods, and 2 Technique Development Stations to deliver a complete solution for low band capability. This effort is estimated for award in the 4th quarter of 2020 for a performance period of approximately five years. Market research was conducted via multiple Special Notices and RFIs. As a result of market research, this procurement will be a full and open competition. The NAVAIR Office of Small Business Program concurs with this determination. This is not a commercial buy and therefore the Government does not intend to use the provisions of FAR Part 12 for this acquisition. This synopsis is published for informational purposes only. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the CB1 solicitation on or about 4th Quarter 2019. Actual dates and times will be identified in the solicitation. Additional details can be found in the solicitation when it is posted. SOLICITATION WEBSITE: The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at Federal Business Opportunities website, http://www.fbo.gov. To download the solicitation for this project, contractors are required to register at the Federal Business Opportunities website at http://www.fbo.gov. Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation. REGISTRATIONS: Offerors shall have and shall maintain an active registration in the following database: System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. This notice is not a request for proposals. There is no commitment by the Government to issue any solicitation, make an award, or to be responsible for any monies expended by any interested party before award of a contract for the efforts detailed above.
