The F-35 Joint Program Office intends to award a sole source contract to United Technologies Corporation, Pratt and Whitney Military Engines, East Hartford, CT in support of the F135 Performance Based Logistics (PBL) program. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. United Technologies Corporation, Pratt and Whitney Military Engines, is the original designer, developer, and manufacturer of the F135 propulsion system. The contract is anticipated to be awarded during the first quarter of fiscal year 2021 and supports the F-35 Joint Program U.S. Services, Non-U.S. DoD Partners and Foreign Military Sales for FY21, with priced options for FY22 and FY23. This notice of intent is neither a request for proposal nor a solicitation of offers. Based upon any responses to this notice, the Government reserves the right to process this procurement action on a sole source basis.
