The Naval Air Systems Command (NAVAIR) plans to issue Bell Textron, Inc. (BTI) a cost plus fixed fee (CPFF) order under Basic Ordering Agreement (BOA) N00019-16-G-0012 for the nonrecurring efforts required to improve the UH-1Y and AH-1Z airframe and fuel cell interfaces. This requirement will be procured in accordance with the statutory authority permitting other than Full and Open Competition under 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy the agency's requirements. BTI is the sole designer, developer, integrator and producer of the H-1 aircraft, and the only known source possessing the requisite engineering data to successfully complete the H-1 aircraft/fuel cell interface improvement. Interested parties may submit a capability statement to the specialist listed herein detailing their interest and ability to meet this requirement. This notice of intent is not a request for competitive proposals. The Government will review all capability statements received within 30 days of this publication synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
