NAVAIR intends to award a Firm Fixed Price sole source Delivery Order under Basic Ordering Agreement N00019-15-G-0026 to Northrop Grumman System Corporation for E-2D Capability Defects Corrections and Support. This effort is to produce and deliver Capability Defect Package (CDP) corrections and capability engineering support for the E-2D. The Contractor shall correct deficiencies to existing E-2D mission software, which includes fixes for specific reported defects and/or corrections of capability defects. The effort will be funded with FY20 OM&N. NGSC is the only company that has the ability, resources, technology, and documentation necessary to develop, produce, maintain, and support this system without causing unacceptable delays in meeting the Navy's operational requirements. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO COMPETITIVE SOLICITATION WILL BE ISSUED. This acquisition is being pursued on a sole source basis under the authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, "Only one responsible source and no other supplies or series will satisfy agency requirements". There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
