The Naval Air Systems Command (NAVAIR) intends to issue a sole source follow-on modification to FN Herstal S.A., to procure additional quantities of: (a) 5K Periodic Replacement Parts (PRP) Kit max quantity increased to 31 for the base ordering period; and (b) 10K PRP Kit max quantity increased to 25 for the base ordering period. NAVAIR intends to increase the ceiling and procure the increased quantity under the existing IDIQ N00019-19-D-0016 and the resultant modification will be Firm Fixed Price. The proposed contract action is for supplies, which the Government intends to award with only one source under authority of FAR 6.302. This notice is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. FN Herstal is the sole designer, developer, and manufacturer of GAU-21, and as such, is the only known source available with the requisite technical knowledge, experience, and tooling to produce the requirements described herein to satisfy the Government's requirement. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements. The North American Industry Classification Systems (NAICS) code for the supplies anticipated needed herein is 332994. Maximum ordering quantities were updated as follows: (a) 5K Periodic Replacement Parts (PRP) Kit max quantity increased to 31 for the base ordering period; and (b) 10K PRP Kit max quantity increased to 25 for the base ordering period.
